To authorize the Director of the Department of Public Safety to enter into a new contract with Change Healthcare Holdco Inc. dba Change Healthcare Technology Enabled Services, LLC for EMS billing, collection, and reporting services for the Division of Fire; to waive the competitive bidding provisions of Columbus City Code; to authorize the expenditure of $1,500,000.00 from the General Fund; and to declare an emergency.
