To authorize the Director of the Department of Finance and Management to associate all General Budget Reservations resulting from this ordinance with various previously established Universal Term Contracts for custodial, janitorial, and maintenance supplies on behalf of the Facilities Management Division; to authorize the expenditure of $110,000.00 from the general fund; and to declare an emergency.
