To authorize the City Clerk to enter into a grant agreement with the Ohio Black Expo in support of the Ohio Black Expo event week; to authorize a transfer within the General Fund; to authorize the expenditure of $20,000.00 within the Neighborhood Initiatives subfund; to authorize the expenditure of $30,000.00 from the General Fund; and to declare an emergency.
