To authorize and direct the Office of CelebrateOne to enter into a grant agreement with Restoring Our Own Through Transformation (R.O.O.T.T.) to support community-oriented Perinatal Support Doula care; to authorize expenditure within the General Fund of $425,000.00; and to declare an emergency.
