To authorize the Department of Finance and Management to enter into a grant agreement with Harmony Project Productions, Inc. in support of the Students Arts, Community Arts, Volunteer Program, and Community Chorus programs; and to authorize a transfer and expenditure within the General Fund; and to declare an emergency.
