To authorize and direct the Board of Health to accept a grant from the U.S. Department of Health and Human Services for the Healthy Start Grant Program in the amount of $1,100,000.00; to authorize the appropriation of $1,100,000.00 from the unappropriated balance of the Health Department Grants Fund; and to declare an emergency.
