To authorize the Director of Public Utilities to exercise an option to renew an existing contract and to add funding to the contract with IBI 1 LLC for hydrant painting services; to authorize the expenditure of up to $100,000.00 from the Water Operating Fund. ($100,000.00)

To authorize the expenditure of up to $700,000.00 of Affordable Housing Bonds; to authorize the Director of Development to enter into multiple grant agreements with recipients of the Department of Development, Division of Housing’s Critical Home Repair Program and to make payments directly to the contractor who performed the work; and to modify grant agreements funded from this ordinance as necessary to complete the project. To amend various sections of Chapter 1145 of the Columbus City Codes, to update the Industrial Pretreatment Program Enforcement Response Plan and to make clerical revisions throughout the Chapter. ($0.00)

To authorize the Director of Development to authorize an expenditure of $151,020.00 from the Health Department Grant Fund for payment of three (3) leases for the Women, Infants and Children (WIC) Program; and to declare an emergency. ($151,020.00)

To rezone 3639 GENDER RD. (43110), being 3.96± acres located on the west side of Gender Road, 200± feet south of Upperridge Drive, From: CPD, Commercial Planned Development District, To: AR-3, Apartment Residential District and to declare an emergency (Rezoning #Z24-078).

To authorize the Board of Health to enter into a contract with Health Access LLC, for the Ending the HIV Epidemic (EHE) Grant Program for the provision of services allowable under the grant for persons with HIV or AIDS in central Ohio; to authorize the expenditure from the Health Department Grants Fund to pay the costs thereof; to request a bid waiver according to City Code 329; and to declare an emergency. ($75,000.00)

To grant a Variance from the provisions of Sections 3312.21(D)(1), Parking lot screening; 3312.49(C), Required parking; 3333.18(B), Building lines; and 3333.255, Perimeter yard, of the Columbus City Codes; for the property located at 3355 REFUGEE RD. (43232), to allow reduced development standards for an apartment complex in the AR-1, Apartment Residential District (Council Variance #CV24-138).

To authorize the Director of Public Safety to renew a contract with Heritage Health Solutions, Inc. for the Division of Police, for the purpose of processing, negotiating, and auditing prisoner medical claims; and to authorize the expenditure of $72,565.56 from the General Fund. ($72,565.56)

To authorize the Director of the Department of Public Safety to enter into a contract with Magnet Forensics, LLC to renew digital licenses and procure additional software licenses; to waive the competitive bidding provisions of the Columbus City Code; to authorize the expenditure of $201,770.64 from the Law Enforcement Contraband Seizure Fund, and to declare an emergency. ($201,770.64)

To authorize the Director of the Department of Neighborhoods to enter into a non-profit grant agreement with St. Stephen’s Community Services, Inc. dba St. Stephen’s Community House; to authorize the expenditures up to $38,558.00 from the Department of Neighborhoods General Fund; to authorize the payment of reasonable food and non-alcoholic beverage expenses; to authorize the payment of expenses starting September 1, 2025; and to declare an emergency. ($38,558.00)

To authorize the Director of the Department of Neighborhoods to enter into a non-profit grant agreement with Student Success Stores; and to authorize the expenditure up to $20,000.00 from the Department of Neighborhoods General Fund. ($20,000.00)

To authorize and direct the Board of Health to accept grant funds from the Ohio Department of Health and any additional funds for the Child Injury Prevention grant program; to authorize the appropriation of funds, including any additional funds, from the unappropriated balance of the Ohio Department of Health Grant Funds; and to authorize the City Auditor to transfer appropriations between object classes for the Child Injury Prevention grant program and to declare an emergency. To grant a Variance from the provisions of Sections 3333.02, AR-12, ARLD and AR-1 apartment residential district use; 3312.49(C), Required parking; 3333.09, Area requirements; 3333.16, Fronting; and 3333.24, Rear yard, of the Columbus City Codes; for the property located at 39 LINWOOD AVE. (43205), to allow two single-unit dwellings on one lot with reduced development standards in the ARLD, Apartment Residential District (Council Variance #CV25-015).

To rezone 3355 REFUGEE RD. (43232), being 9.03± acres located on the south side of Refugee Road, 1,800± feet east of Winchester Pike, From: L-C-4, Limited Commercial District, To: AR-1, Apartment Residential District (Rezoning #Z24-056).

To authorize the Director of the Department of Public Utilities to modify an existing settlement agreement with Del-Co Water Company, Inc. that established certain areas within Franklin County and Delaware County as service areas to receive water service from either the City of Columbus or Del-Co, and to declare an emergency. ($0.00)

To authorize the Auditor’s Office to establish an Auditor’s Certificate for the Department of Public Utilities to pay Ohio Water Development Authority loan fees for loans obtained through the Water Pollution Control Loan Fund; to authorize the expenditure of up to $291,042.00 from the Sewer Operating Fund and $50,000.00 from the Stormwater Operating Fund to pay these loan fees; and to declare an emergency.  ($341,042.00)

To authorize the Director of the Department of Technology to modify the contract with Vertiv Corporation; and to authorize the expenditure of $25,000.00 from the Department of Technology, Information Services Operating Fund. ($25,000.00)

To set forth a statement of municipal services and zoning conditions to be provided to the area contained in a proposed annexation (AN25-019) of 1.9± Acres in Mifflin Township to the city of Columbus as required by the Ohio Revised Code and to declare an emergency. ($0.00)

To authorize the Public Safety Director to enter into a contract with TargetSolutions Learning, LLC for computer-based distance learning services for the Division of Fire; to authorize the expenditure of $234,462.54 from the General Fund; to waive the competitive bidding provisions of the Columbus City Code; and to declare an emergency. ($234,462.54)

To grant a Variance from the provisions of Sections 3332.38(H), Private garage; and 3332.38(G), Private garage, of the Columbus City Codes; for the property located at 910 MOHAWK ST. (43206), to allow habitable space above a detached garage with an increased height in the R-2F, Residential District (Council Variance #CV25-060).

To authorize the Director of the Department of Public Utilities to execute those documents necessary to transfer ownership of a waterline to Columbus State Community College, Columbus, Ohio; to authorize the waiver of the requirements of City Code for the sale of City-owned personal property; and to declare an emergency. ($0.00)

To authorize and direct the Public Safety Director of the City of Columbus to accept a grant award through the FY26 Law Enforcement Diversion Program from the Ohio Attorney General’s Office; to authorize an appropriation of $58,750.00 from the unappropriated balance of the General Government Grant Fund to the Division of Police to cover the costs associated with the FY26 Law Enforcement Diversion Program; and to declare an emergency.
