To authorize the Director of Columbus Water and Power to establish a contract with Somersault General Contractors for hydrant painting services; to authorize the expenditure of up to $150,000.00 from the Water Operating Fund. ($150,000.00)

To authorize the Director of Columbus Water and Power to modify a contract for the 2026 Utility Cut Restoration Project with Decker Construction Company for the Division of Water; and to authorize the expenditure of $650,000.00 through March 31, 2027. ($650,000.00)

To authorize the Director of the Department of Human Resources to enter into a contract with the Hartford Life and Accident Insurance Company and to provide all runout claims and administrative fees for the short term disability program from January 1, 2027 through December 31, 2027; to authorize the expenditure of $225,000.00 from the Employee Benefits Fund, or so much thereof as may be necessary to pay the costs of said contract; and to waive the competitive bidding provisions of Chapter 329 of the Columbus City Codes. To authorize the Director of Columbus Water and Power to enter into contract with Agilent Technologies Inc. for a Laboratory Gas Chromatograph Instrument for the Division of Water; to authorize the expenditure of $85,027.66 from within the Water Operating Fund; to waive the competitive bidding provisions of the Columbus City Codes; and to declare an emergency. To authorize the City Clerk to enter into an advance payment grant agreement with Help and Hope Community Center in support of the Youth Empowered initiative which serves marginalized youth and young adults; and to authorize an expenditure within the Neighborhood Initiatives subfund. To authorize the Director of Columbus Water and Power to enter into a construction contract with Danbert, Inc. for the Blueprint Kent/Fairwood Storm Sewers: Gault Street Waterline Improvements; and Driving Park Improvements projects; to authorize the appropriation and expenditure of up to $10,133,185.42 from the Water Pollution Control Loan Fund and the Water - Fresh Water Market Rate Loan Fund and to authorize the transfer of $62,629.03 within the Recreation and Parks Voted Bond Fund; to authorize the expenditure of $62,629.03 from the Recreation and Parks Voted Bond Fund for the contract; to make this ordinance contingent upon the Ohio Water Development Authority approving loans for the project; and to authorize the expenditure of up to $2,000.00 from the Sanitary Bond Fund to pay for prevailing wage services. To authorize the Director of Finance and Management to reimburse the U.S. Department of Treasury for ERA1 allocation; and to authorize the expenditure of $12,175.00 from the Emergency Rental Assistance Fund; and to declare an emergency. ($12,175.00)

To authorize the Director of the Department of Development to enter into a planned modification of a service contract with Champion Pest & Termite Control LLC to increase funding in an amount up to $5,000.00 as well as to extend the end date from December 31, 2026 to December 31, 2027, to prevent a disruption in services, to provide pest control services in homes where the Department of Development is completing whole house assessments for home repairs in our Division of Housing’s home repair programs. This ordinance authorize the Board of Health to accept a grant from the Safe Kids Worldwide in the amount of $8000.00 for the purchase of supplies for the Good Neighbor Car Seat Safety Program that provide additional child passenger safety resources in communities; to authorize the appropriation of $8000.00 from the unappropriated balance of the Health Department Grants Fund; and to declare an emergency. ($8,000.00)

To authorize the Columbus City Auditor on behalf of Columbus Water and Power to enter into a supplemental agreement with PFM Financial Advisors LLC to provide municipal advisory services for financial planning and policy development, and to authorize the expenditure of $152,000.00 split between the Electricity, Water, Water Reclamation, and Stormwater Operating Funds; and to declare an emergency. ($152,000.00)

To authorize the Director of Columbus Water and Power to enter into a professional engineering services contract with Black and Veatch Corporation for the Lower Olentangy Tunnel Phase 2 project; to authorize the appropriation of funds within the Sanitary Revolving Loan Fund; to authorize this contract to be funded with a loan from the Water Pollution Control Loan Fund; to make this ordinance contingent upon the Ohio Water Development Authority approving a loan for this project; and to authorize the expenditure of up to $4,595,036.43 from the Sanitary Revolving Loan Fund for the contract. ($4,595,036.43)

To authorize the Director of the Department of Public Service to enter into a grant agreement with the Mid-Ohio Regional Planning Commission in support of the 2026 New Sponsor Rate for the Central Ohio Greenways program; to authorize the transfer of appropriation within the Mobility Enterprise Operating Fund; to authorize an expenditure of $40,000.00 from the Mobility Enterprise Operating Fund; and to declare an emergency. ($40,000.00)

To authorize the Director of Columbus Water and Power to enter into a contract modification with Evans Mechwart Hambleton & Tilton Incorporated for the Construction Administration/Construction Inspection Services 2026-2028 contract; to authorize the appropriation and expenditure of up to $1,111,905.04 from the Water Pollution Control Loan Fund and the Water - Fresh Water Market Rate Loan Fund for the contract; and to make this ordinance contingent upon the Ohio Water Development Authority approving loans for the project. ($1,111,905.04)

To authorize the Director of the Department of Development to enter into a grant agreement with One Columbus in an amount up to $1,000,000.00 to provide support for economic development activities associated with business attraction, expansion, and retention as well as other activities related to the City of Columbus’ continued interest in workforce development, marketing, and entrepreneurship; to authorized the appropriation in an amount up to $1,000,000.00 within the Neighborhood Economic Development fund; to authorize the expenditure of $1,000,000.00 within the Neighborhood Economic Development Fund and; and to authorize the advancement of funds to the agency on a predetermined schedule. ($1,000,000.00)

To authorize the Director of Finance and Management, on behalf of the Office of Construction Management, to modify and increase the architectural / engineering services agreement with PRIME AE Group, Inc.; for the Roof Restorations and Replacements Phase 2 (2024) project; to authorize an expenditure up to $192,883.00 within the Construction Management Capital Improvement Fund; and to declare an emergency. To authorize the Board of Health to extend the Public Health Lead Investigations program from the Ohio Department of Health on an indefinite basis, subject to the formal renewal of the underlying agreement every 2 years between Columbus Public Health and the Ohio Department of Health; to authorize the acceptance of any additional funds for the Public Health Lead Investigations program; to authorize the appropriation of any additional funds from the unappropriated balance of the Health Departments Grants Fund; and to the authorize the City Auditor to transfer appropriations between object classes for the Public Health Lead Investigations program.
