Reappointment of Toya Johnson, Deputy City Clerk, Columbus City Council, 90 W. To authorize the Director of the Department of Neighborhoods to enter into grant agreement with Ethiopian Tewahedo Social Services and J Jireh Ministries Church, Inc. in support of summer youth employment and programs; to authorize a transfer within and expenditure from the General Fund for programming; to authorize the payment for reasonable food and non-alcoholic beverages for participants of programs; and to declare an emergency. To amend the 2023 Capital Improvement Budget; to authorize the transfer of funds within the Safety G.O. To authorize the City Attorney to accept federal Violence Against Women Act (VAWA) sub awards 23- WF-VA2-8758 and 23-WF-VA2-4600 from the Franklin County Board of Commissioners' Office of Justice Policy and Programs in the amount of $172,965.67 to support domestic violence and stalking prosecution and victim advocacy services; to authorize the transfer of $57,655.21 in city cash match from the transfer out account back to object classes 01 and 03 in the City Attorney general fund; and to authorize the appropriation of $172,965.67 in the general government grant fund; and to declare an emergency. To authorize the City Treasurer’s Office to modify and assign past, present and future contract(s) and purchase orders from First Data Government Solutions LP to First Data Corporation dba First Data Government Solutions LP, a disregarded entity; to authorize the expenditure of $119,900.00 or so much thereof as may be necessary from various funds within the City; and to declare an emergency. To authorize the Board of Health to modify an existing contract with Lutheran Social Services for the Implementing Enhanced HIV Prevention and Surveillance for Health Departments to End the HIV Epidemic in Ohio grant program for the provision of services allowable under the grant for eligible clients for the period November 1, 2023 through July 31, 2024, to authorize the expenditure of $90,094.95 from the Health Department Grants Fund; and to declare an emergency. To amend the 2023 Capital Improvement budget; to appropriate funds received from N.P. Capital Management Corp. in connection to the Roadway - Ceres Drive - Polaris Parkway to Ikea Way project; to authorize the Director of Public Service to enter into contract with Shelly & Sands, Inc. for the project; to authorize the expenditure of up to $1,788,541.59 from the Street and Highway Non-Bond Fund for the project; to refund any unused construction, construction inspection, and administration funds upon final acceptance of work; and to declare an emergency.
