To amend the 2025 Capital Improvement Budget; to authorize the City Auditor to transfer funds within the Affordable Housing Bond Fund; to authorize the Director of Development to enter into a grant agreement with CHP Homeport Homes, LLC for development of a 24 single family affordable housing development in an amount up to $2,500,000.00 with a total commitment to the project of $5,000,000.00; to authorize the expenditure of up to $2,500,000.00 from the Affordable Housing Bond Fund; and declare an emergency. ($2,500,000.00)

To authorize the Director of the Department of Technology to modify a contract with Granicus, LLC for the Government Experience Engagement Cloud platform; and to authorize the expenditure of $252,676.46 from the Department of Technology, Information Services Operating Fund. ($252,676.46)

To authorize the Director of the Department of Public Safety, on behalf of the Division of Fire to enter into preventative maintenance agreements with Stryker Sales Corporation LLC; to waive the competitive bidding provisions of the Columbus City Codes; to authorize the contract as multi-year and renewable; to authorize the expenditure of $31,688.00 from the General Fund for Year One; and to declare an emergency. ($31,688.00)

To authorize the expenditure in an amount up to $24,769.68 from the Land Management Fund for the lease of office space at 845 Parsons Avenue; to authorize the payment of the lease expenditures prior to the issuance of the purchase order beginning February 1, 2026; and to declare an emergency. To authorize the amendment of the 2025 Capital Improvement Budget; to authorize the transfer between projects within the Development Taxable Bond Fund; to authorize the Director of Development to enter into a capital improvement grant agreement in an amount up to $400,000.00 with the Abraham Alemayoh Legacy Foundation(AALF) to continue the renovation of Sawyer Recreation Center, formerly known as the Neighborhood House; to authorize the expenditure of in an amount up to $400,000.00 within the Development Taxable Bond Fund; to authorize the advancement of funding on a predetermined schedule; and to declare an emergency. ($400,000.00)

To amend the 2025 Capital Improvement Budget; to authorize the transfer of funds within the Streets and Highways Bond Fund; to authorize the Director of Public Service to pay utility relocation costs to various utilities for the Roadway Improvements - Hard Road Water Quality & Smoky Row Road Drainage Revisions project; to authorize the expenditure of up to $75,000.00 for utility relocations for this project from the Streets & Highways Bond Fund; and to declare an emergency. ($75,000.00)

To authorize the Director of the Department of Public Service to modify all contracts between the Department of Public Service and Gannett Fleming Engineers and Architects, P.C. to allow for the assignment of all such contracts from Gannett Fleming Engineers and Architects, P.C. to GFT Infrastructure Inc.; to authorize the Director of the Department of Public Service to modify all contracts between the Department of Public Service and TranSystems Corporation to allow for the assignment of all such contracts from TranSystems Corporation to GFT Infrastructure Inc.; and to declare an emergency. To amend the 2025 Capital Improvement Budget; to authorize the Director of Public Service to enter into a contract modification with Burgess & Niple Inc. in connection with the Bridge Rehabilitation - General Engineering 2024 project; to authorize the expenditure of up to $250,000.00 from the Streets and Highways Bond Fund to pay for the project; and to declare an emergency. ($250,000.00)

To authorize the Finance and Management Director, on behalf of the Fleet Management Division, to associate all general budget reservations resulting from this ordinance with and to establish purchase orders from previously established Universal Term Contracts (UTCs) for the purchase of vehicles for use citywide with Ricart Properties, Inc; to authorize the Finance and Management Director to associate all general budget reservations resulting from this ordinance with and to establish purchase orders from previously established Universal Term Contracts (UTCs) with ACE Truck Body Inc., for the purchase of associated up-fitting; to authorize the expenditure of $169,642.44 from the Fleet Management Capital Fund; and to declare an emergency. To authorize the Director of the Department of Development to enter into a not-for-profit service contract with the Tony R. Wells Foundation in an amount up to $1,000,000.00 to act as fiscal manager of the American Dream Downpayment Initiative (ADDI) program; to authorize the appropriation and expenditure in an amount up to $1,000,000.00 from the Housing Business Tax Incentive fund; to advance funding per a predetermined schedule; and to declare an emergency.
