To authorize the Director of the Department of Finance and Management, on behalf of the Department of Technology, to associate all General Budget Reservations resulting from this ordinance with the appropriate Purchase Agreement (CDW Government, LLC) for the procurement of Cisco Voice licensing and WebEx subscriptions; and to authorize the expenditure of $499,262.16. ($499,262.16)

To authorize the Director of the Department of Technology to renew a contract with SHI International Corp. (a.k.a. SHI) for the purchase of Cloudflare Core Services; to authorize the expenditure of $54,629.83 from the Department of Technology, Information Services Operating Fund; and to declare an emergency. ($54,629.83)

To authorize the Director of the Department of Public Service to modify to add additional funding to rental agreements to rent refuse collection trucks from Premier Truck Sales & Rental, Inc.; to authorize the expenditure of up to $250,000.00 from the General Fund to pay for the contract modification that will add additional funding to said rental agreements; and to declare an emergency. ($250,000.00)

To authorize an expenditure of an amount not to exceed $150,000.00; to authorize the Auditor’s Office to make quarterly payments in an amount equal to the percentages set forth in the Annexation Agreement with the Board of Trustees of Franklin Township authorized by Ordinance Number 2529-2013 and approved by City Council on November 4, 2013; and to declare an emergency. ($150,000.00)

To rezone 1378 MT. VERNON AVE. (43203), being 0.09± acres located on the north side of Mt. Vernon Avenue, 310± feet west of Graham Street, From: R-3, Residential District, To: R-4, Residential District (Rezoning #Z24-049).

To grant a Variance from the provisions of Sections 3312.49(C), Required parking; 3332.05(A), Area district lot width requirements; 3332.15, R-4 area district requirements; and 3332.26(F), Minimum side yard permitted, of the Columbus City Codes; for the property located at 1378 MT. VERNON AVE. (43203), to allow reduced development standards for a three-unit dwelling in the R-4, Residential District (Council Variance #CV24-117).

To authorize and direct the Board of Health to accept the FY26 Reproductive Health and Wellness grant from the Ohio Department of Health, in the amount of $1,564,000.00; to authorize the appropriation of $1,564,000.00 and any additional funds from the unappropriated balance of the Health Department Grants Fund; and to declare an emergency. ($1,564,000.00)

To authorize and direct the Director of the Department of Public Safety to pay the City's proportionate share of operational and administrative support activities of the Franklin County Emergency Management and Homeland Security program, including the mass notification system and outdoor warning siren system fees; to authorize the expenditure of $989,547.59 from the General Fund; and to declare an emergency. ($989,547.59)

To authorize and direct the Board of Health to accept grant funds from the National Healthy Start Association in the amount of $10,000.00 and any additional funds for the Maternal Child Health Bureau Policy Innovation Program; to authorize the appropriation of funds, including any additional funds, from the unappropriated balance of the National Healthy Start Association; and to authorize the City Auditor to transfer appropriations between object classes for the Maternal Child Health Bureau Policy Innovation Program; and to declare an emergency. ($10,000.00)

To amend the 2024 Capital Improvement Budget; to authorize the Director of Public Service, or a designee, to enter into agreements with RailPros Field Services, Inc. relative to the Intersection Improvements - Refugee Road at Hines Road project; to authorize the encumbrance and expenditure of up to $100,000.00 from the Streets and Highways Bond Fund; and to declare an emergency. ($100,000.00)

To authorize the Director of the Department of Public Utilities to execute those documents necessary to transfer ownership of a ½ Cubic Yard Single Line Clamshell Bucket to the City of Louisville, KY to aid in bringing their deep-shaft systems online. ($0.00)

To authorize the Director of Public Service to renew the contract with Rumpke of Ohio, Inc., for yard waste and recycling collection services; to authorize the expenditure of $18,830,356.00 from the General Fund for the ninth year of the contract; and to declare an emergency. ($18,830,356.00)

To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into the third year of a four-year contract with Avertest DBA Averhealth for monitoring services associated with the SCRAM; to authorize the expenditure of up to $190,000.00 for monitoring services from the electronic alcohol monitoring fund. ($190,000.00)

To authorize the Director of the Department of Public Utilities to execute those document(s) necessary to release a portion the City’s waterline easement rights described and recorded in Official Record 34809H11, Recorder’s Office, Franklin County, Ohio. ($0.00)

To rezone 540 ANNAPOLIS WAY (43203), being 5.83± acres located on the north side of Maryland Avenue at the terminus of Woodland Avenue, From: M, Manufacturing District, To: L-ARLD, Limited Apartment Residential District and to declare an emergency (Rezoning #Z24-055).

To authorize the Director of the Department of Public Utilities to enter into a professional engineering services contract with Burgess & Niple, Inc. for the Southerly WWTP Capacity Evaluation and Expansion/Optimization Study project; to authorize an amendment to the 2024 Capital Improvement Budget; to authorize the appropriation of funds within the Sewer Grants Sanitary Fund and the Sanitary Revolving Loan Fund; to make this ordinance contingent upon the Ohio Water Development Authority approving a loan for this project; to make the final contract amount contingent upon the execution of a contract with the Environmental Protection Agency for Community Project Funding; and to authorize the expenditure of $6,278,771.00 from the Sewer Grants Sanitary Fund and the Sanitary Revolving Loan Fund for the contract. ($6,278,771.00)

To grant a Variance from the provisions of Section 3361.02, Permitted uses, of the Columbus City Codes; for the property located at 3639 GENDER RD. (43110), to allow ground floor residential uses in the CPD, Commercial Planned Development District and to declare an emergency.(Council Variance #CV24-168).

To authorize the appropriation of $17,663.24 from the unencumbered cash balance of the Recreation and Parks Grant Fund for the provision of home and community-based services for older adults in Central Ohio; and to authorize the transfer of funds and appropriations between projects in the Recreation and Parks Grant Fund. ($17,663.24)

To authorize and direct the City Auditor to authorize payment to Access 2 Interpreters LLC per invoice approved by the Department Director (or designee) in an amount not to exceed $6,462.00 from Fund 4005, BRPO003166; and to declare an emergency. ($6,462.00).

To authorize the Director of the Department of Public Service to enter into agreements with and to accept payments from Pheenix USH LLC dba Spin relative to the Columbus and Central Ohio Shared Mobility Program; and to declare an emergency. ($0.00)

To authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with Microgenics Corporation DBA Thermo Fisher Scientific Inc. for the rental of a chemistry analyzer; to authorize the expenditure of an amount not to exceed $100,000.00 from the specialized docket and probation user fee funds. ($100,000.00)

To authorize the Executive Director of the Office of CelebrateOne to accept a grant extension from the Ohio Department of Medicaid for the Enhanced Maternal Health Program in the amount of $2,260,000.00; to authorize the appropriation of $2,260,000.00 from the unappropriated balance of the General Government Grants Fund; and to authorize contracts and expenditures with multiple community partner sub-grantees for the Enhanced Maternal Health Program in Columbus and Central Ohio up to $1,650,000.00; and to expend up to $610,000.00 of this grant for CelebrateOne Community Health Workers' work with CelebrateOne pregnant and parenting families and to declare an emergency. ($2,260,000.00)

To authorize the Director of the Finance and Management Department to enter into three (3) Universal Term Contracts for the option to purchase Sporting Goods and Recreation Supplies with S&S Worldwide Inc, MFAC LLC, and BSN Sports LLC; to authorize the expenditure of $3.00; and to declare an emergency. ($3.00).
